Recovering from dolphin crash

Here's a chronological list of observations and things we did today after the Dolphin crash to try and get the interferometer back up and locking.

We achieved 65 Mpc tonight, with large low frequency noise.  There is a peak around 32 Hz that comes and goes, not visible in the DARM spectrum I posted.

Calibration Adjustments
- I've been adjusting the sensing calibration by hand to match our DARM spectrum to the PCAL calibration lines.  It seems that our high frequency calibration has been changing from lock to lock.  I've moved the CAL-CS_DARM_ERR gain from 1.0 to 1.2 last night, and 1.2 to 1.3 earlier today, to 1.4 now.  During the lock the calibration drifts as well.  It seems that the DARM optical gain is drifting on the order of 10%, causing our calibration to breath on the order of a minute.  

FSS
- We've had at least three lengthy FSS locklosses when the IFO goes down.  When the FSS has been unlocking, it has been railing at 11 V for almost exactly two minutes, probably as it cycles through to an acceptable temperature.

ASC 
- We've had locklosses from DHARD P ringups twice tonight.  If we are patient and wait a bit before increasing power, we tend to avoid the ASC instabilities during INCREASE_POWER.

POP A QPD alignment adjustment
- Dan and Danny began adjusting the PRM alignment by changing the POP A QPD P and Y offsets I reset earlier today to try and win back some of the PRG we lose on powerup due to actual laser heating vs. CO2 heating.  Not only did we win some PRG (from 40.5 to 43), but the DARM BLRMS went down in association with their changes.  Danny is composing a comment illustrating the DARM BLRMS and PRG changes with the offsets.

REFL A vs REFL B
- We ran Keita's template comparing REFL A to the newly installed REFL B.  Keita reports that REFL A 9 I is equivalent to REFL B 9 Q for now.  Things are coherent above 1 kHz where frequency noise dominates, otherwise there is no coherence.

As Craig mentioned Dan adjusted ASC-POP_A_QPD pitch and yaw offsets at nominal low noise and saw improvement in the recycling gain and DARM (mostly at 10-20 Hz).

It seems PRMI needs touching up after a lock loss each time at the moment, BS pitch in particular

Referencing the errors with the SEI_CONF sensor correction errors, the best way I've found to fix the seismic configuration after front end restarts, dolphin crashes or whatever, is to select something like the SC_OFF or LARGE_EQ_NOBRSXY state, letting SEI_CONF arrive, then going back to the state you actually want. There were other configuration errors on ITMY (specifically the stage 1-2 sensor correction was off) that did not get fixed by turning on stuff by hand. TJ says that re-requesting a state will cause the guardians to re-run the state, but I haven't seen that yet and TJ wasn't sure if that code is running on all the SC nodes yet.
