TITLE: 12/18 Day Shift: 16:00-00:00 UTC (08:00-16:00 PST), all times posted in UTC

SHIFT SUMMARY:

Locks started out in the ~20min range 1/4 into the shift.  Alignment was fine and able to get up to NOMINAL LOW NOISE (NLN) w/ no major issues for a few hours (but only with short locks).  But for the last 2-3hrs H1 locking degraded more and only able to stay at NLN for 1-3min at a time.  Some notes:

• useism holds steady at 1um/sec.  SEI CONFIG started out at MICROSEISM, but guidance said to go to this only if we are >>1.5um/sec.  So I took us down to WINDY.  But I don't think either state had a noticeable difference.  
• Had issues with ALSy at one point.  Thought it was related to the TCSy Laser because of an "unstalling" note in the GRD log, but eventually found out it was just a bad alignment (thanks to Thomas for guidance on via FaceTime).  Took ISC LOCK to pause, ALS Yarm to UNLOCKED and tweaked ETMy to maximize flashes.
• Tried skipping and not-skipping the LOWNOISE_COIL_DRIVER step in ISC_LOCK, but did not make much of a difference at the end of the shift.
• All other notes posted by commissioners earlier.
• POP18 has steadily drifted lower (faster) with every progressing lock in the shift & this was mentioned to be correlated with locklosses.
