Post-ER13: H1:ODC-AUTO_UNSET_OBS_INTENT was set back to 1, INJ ODC masks were reverted too.
Since ER13 completed, I set H1:ODC-AUTO_UNSET_OBS_INTENT back to 1. I also reverted the INJ ODC masks.
What these mean is that it would be impossible to go into OBSERVING mode (which is a good thing during commissioning) and that bogus injection bits are going to be set in calibration state vector (which is a bad thing) unless some proper fixes are implemented some time in the future.
