QUAD Violin, Bounce, and Roll mode Monitor Filters moved from OAF to new SUSPROC model

Today, we moved the QUAD's bounce, roll, and violin mode BLRMS monitoring from the h1oaf.mdl front-end code to a brand new model called h1susproc.mdl. Many thanks to Patrick whom kick-started this effort. This helps alleviate computation turn-around time on the h1oaf model, and creates a more extensible environment for future SUS computations outside of the OAF playground -- taking advantage of the new OAF computer, its more available cores, and its speed.

Picking up where Patrick left off, I 
    - created a new library block in order to clean up the BOUNCE and ROLL mode damping monitors
    - added a filter bank after the RMS blocks for the Bounce and Roll mode paths for low-passing the output (which had errantly been missing essentially forever)
    - installed the new front-end code (both the pruned h1oaf.mdl and the brand new h1susproc)
    - modified and update MEDM screens as needed
    - re-installed all the filters, settings, and gains that gets lost in such a move
    - turned everything back on as it was, plus turning on new stuff (like RMS LP filters for the bounce and roll modes and 1st harmonic, ~1000 Hz bandpasses for MODE 11-20 filters)
    - created new safe.snap and OBSERVE.snap files, captured everything, and committed those snaps to svn.

A detailed log of everything done and where the update new and updated files live is attached, along with screenshots of the new susproc model.

In order to absorb this update at LLO:
   (1) Capture screenshots of all bounce, roll, and violin mode monitor filter medm screens at a known good time so you know what settings were used / on / engaged.
   (2) Make sure you have a good filter file from H1OAF.txt (make a copy for yourself, or just use the filter_archive in the chans area)
   (3) svn up the following corners of the userapps repo:
       /opt/rtcds/userapps/release/sus/common/models/   # for new bounce/roll library part
       /opt/rtcds/userapps/release/sus/h1/models/       # for example top level model for susproc.mdl
       /opt/rtcds/userapps/release/isc/h1/models/       # to show what should remain in oaf.mdl
       /opt/rtcds/userapps/release/sus/common/medm/     # for new screens to support susproc update
   (4) Have your sysadmin follow all instructions that are involved when creating a brand new model -- see AddingNewFrontEndModel
   (5) Create an l1susproc.mdl, using all the library parts described in the InstallNotes, using h1susproc.mdl as your guide
   (6) Prune out l1oaf.mdl, using h1oaf.mdl as your guide
   (7) Compile and install both models, and restart your site's DAQ process.
   (8) Screens should be updated, but you'll then have to (sadly and arduously) restore all filters and settings. This takes the longest.
   (9) Create SDF files as described in the install notes
   (10) Commit all L1 specific files (top level models and SDF files) to the userapps repo.

This closes out WP 8011, and closes LHO's roll in IIET ticket 8759 / ECR E1700286 (i.e. adding more violin mode damping filters and corresponding monitors), but does not yet complete IIET Ticket 11564 / ECR E1800271 because we've yet to create an iscproc model. Soon though, especially with Patrick's help!
