I installed damping filters on BSTST per advice of Stuart. The FM1 filters are as per ITMy and the FM2 are all "lp25": cheby1("LowPass",4,1,25). It damps happily with the gains Stuart had been using at LLO:

R = -0.20
P = -0.04
Y = -0.05
