OPS OWL Transition

TITLE: 08/17 Owl Shift: 07:00-15:00 UTC (00:00-08:00 PST), all times posted in UTC
STATE of H1: Observing at 108Mpc
OUTGOING OPERATOR: Ed
CURRENT ENVIRONMENT:
    Wind: 21mph Gusts, 16mph 5min avg
    Primary useism: 0.06 μm/s
    Secondary useism: 0.09 μm/s
QUICK SUMMARY: range is more variable tha usual, still, locked in Observe

The OUT Gate was 1/2 way open when I arrived.
- Ed took a picture with my headlights on the gate (will add)
- I've noticed this before, and emailed Bubba, and this is the first time I've seen this happen again, so the frequency has gone down
- What it means for the previous shift is that we can't guarentee that no vehicles were on site / driving down the arms

I've noticed the exit gate partially open a few times over the last few weeks, but hadn't noted it, but as Cheryl points out, it does make for issue of us not being able to prevent visitors from entering the site (when I've seen it open, I would enter the site by driving through--with the hope that when it is triggered open as I enter that it closes to its normal state).
