Squeezer Beckhoff SDF restarted in order to resync it to the latest monitor file

Daniel noticed that the Beckhoff SDF system for C1-PLC4 had not been restarted since some recent system changes. I found that the SDF files had been changed in early Oct, but the SDF process has been running since June. I restarted h1sysecatc1plc4sdf at 21:24 PDT.
