TMS QPD servos added to MOVE_SPOTS guardian state
Following alog 53330 I implemented some TMS QPD centering servos in MOVE_SPOTS.

The B QPDs PIT and YAW output are used as error signals.  The TMS X and Y pitch and yaw test filter offsets are used as control signals.  There are four servos in total.

Servo convergence happens in around 1 minute.  MOVE_SPOTS lasts around 200 seconds, so it is mostly sufficient for compensating for the spot move change on the TMS QPDs.

I have created a separate script in /opt/rtcds/userapps/release/asc/h1/scripts/tms_qpd_centering_servos.py which will allow users to center the TMS QPDs whenever they want, not just during MOVE_SPOTS.  This can be useful if the TMS drifts too much over the course of a lock.
The test filter offsets have been unmonitored in SDF since they will be slightly different each lock.  The test filter offset button is saved in SDF as ON, and the TRAMPS are saved as 0.

We have tested the new MOVE_SPOTS state, it works.  Y Pitch seems to have drifted to 0.4, but the others are within 0.2.  
No QPD segment is close to saturation now.
