Reduced the CLF power
Reduced the CLF power incident on the CLF PD to a nominal 5µW. The CLF waveplate was adjusted, so the that CLF ISS drive offset stayed near 2.7V. This required the following changes:

The CLF ugf was measured to be 2.2kHz, the CLF ISS ugf is 10kHz, and the LO ugf is 4kHz.
