Incoming 5.1M EQ from Mexico.

I'm not sure if the lockloss was caused by the ground motion or state change from USEISM to USEISM_EQ. Plot attahced shows state change (middle plot) then lockloss (top plot) which happened before the ground montion had increased above 400 in peakmon.
