I added some logic to LOCKING_ARMS_GREEN in ISC_LOCK to check for the middle case where an arm is locked but the WFS won't engage. If it stays like this for a minute after the timer for let it try one its own has completed, then it will do Increase Flashes again. I was able to see it work today without having to awkwardly try to force it into this middle state.

I also fixed a race condition I found that would not let Increase Flashes try two times.
