SEI in safe state for O3b close out
All the SEI platforms are in ISI_DAMPED_HEPI_OFFLINE, ISI damping loops are engaged, but HEPI controls are off.

It's redundant, given the state of the HEPI and ISIs, but I've also switched SEI_ENV to MAINTENANCE, which turns off sensor correction and CPS differential controls.
