New h1tcscs model

Daniel's new h1tcscs model was installed on h1oaf0. Note that this model is being built against a modified RCG (rcg4.2.1~~subsystest) due to a problem with goto-from tags spanning subsystems which was fixed in this version.

Consolidating computer generated EDC INI

I modifed my python scripts which generate several EDC INI files (FEC, DAQ, SDF). The new HAM7 models were added and FEC channels are in true numeric ordering.

DAQ Restart

The DAQ and EDC were restarted. Some of my EDC changes went in but not all, they will go in on the next restart.
