Infrastructure for Decoupling PUM Mechanical and Spot-Position Angle-to-Length Decoupling Restored

While working the the changes to the UIM today, Joe and I also recovered the infrastructure for the L2 PUM stage Mechanical and Spot-Position Angle-to-Length Decoupling that was lost when Jeff installed the R0 Tracking infrastructure and otherwise reconciled the L1 and H1 QUAD models in Aug 2021 (see LHO:59772; and as Jenne had tracked down to be the case recently in her LHO aLOG 61993).

This impacted only the front end library part 
    /opt/rtcds/userapps/release/sus/common/models
        FOUROSEM_DAMPED_STAGE_MASTER_WITH_DAMP_MODE.mdl
which is being used by both the QUAD_MASTER.mdl and QUAD_ITM_MASTER.mdl parts which are run in the h1susetmx, h1susetmy, h1susitmx, h1susitmy top-level models.
and was a simple copy of the DRIVEALIGN block from a pre-2021 version of the FOUROSEM_DAMPED_STAGE_MASTER_WITH_DAMP_MODE_H1.mdl library that we dug up from the model archives.
That block now just looks like it used to, as shown in the original install aLOG, LHO:49825.

We did *not* lose any of the medm screens, so those now no longer have any white channels and are re-populated. 

While the *infrastructure* is there, I'm still working through the filter archive and trending EPICs settings to understand what should be re-installed within the infrastructure and what should be turned ON. Stay tuned for an aLOG on that.
