Python notebook to check top mass OSEM spectra

Particularly since locking was still a challenge yesterday, and to help us check optic spectra more quickly, I have put together a quick ipython notebook to plot spectra of all the suspensions' (I didn't actually include the ZMs or FC mirrors - I should add those) top mass OSEMs.  At the beginning of the script, I give it a reference time that I know (or at least think) is a good time with no drive to the optics, as well as a time to check for rubbing (again, a free swinging time with no ISC actuation).  It gets data for both times, and then for each top mass degree of freedom plots spectra of the two times on top of eachother. 

Since this is a hastily thrown together script, it doesn't make all the plots nice and fancy and in a single file, you just have to run all the different cells in the notebook to look at each suspension.  The idea is that if there is a major difference between the known good time and the check time, we may have a problem that we should investigate more closely. 

I ran the script with a check time of last night, and indeed there seems to be no rubbing on any of the optics in the corner.  I may have a closer look at the ETMX and TMSX suspensions though, since they perhaps have some rubbing.

To run it, I've been using the LHO cluster with the environment igwn39.  Probably it'll work with the new cds conda environment that is default on the control room workstations, but I have not yet tried.

Never mind on ETMX and TMSX.  I think I chose a poor time for those.  Checking them right now, they're totally fine.
