Restoring PSL after Power Outage

The brief power outage last night tripped off the NPRO, so Jenne and I went through the process of restoring the PSL this morning. The NPRO was turned back on and both amps were enabled in order. We also turned the three power watchdogs back on.

When we got to relocking the PMC, the low high voltage signal indicated to us that the HV power supply was tripped off during the power outage. Following the procedures in the Short Power Outage Recovery Procedures document (T1500545), we went to the upstairs CER rack C5 and saw that, sure enough, it was off. We turned the PSL HV back on by pressing the RECALL, ENTER, then ON/OFF buttons. This brought the PMC HV signal back to its expected average level of 3.68 V, and we were then able to successfully lock the PMC. After locking the ISS and FSS as well, the PSL is successfully recovered.
