Common and fast FSS gains reverted to avoid power glitches
Since we've started trying to power up, there have been some power glitches apparent in the PRG.

As it turns out, these were real changes to the power circulating in the IMC.  However, the input power into the IMC was working as expected (increasing during move spots).
We found that the IMC FAST GAIN slider changes were coincident with the power glitches.  So the problem was with the IMC frequency feedback.

Dan and I measured the IMC and CARM OLG, and things seemed fine (11 kHz CARM UGF, 80 kHz IMC UGF, decent phase margin).

We tried reverting the common and fast gain settings to 14 dB and 11 dB, similar to before the vent.  
This made the power glitches go away, but we don't know why.
