FCGS path better aligned, more stable VCO tuning

Daniel, Vicky. Optimized SQZT0's FCGS AOM + fiber + fiber polarization alignments to stablize launched FCGS power across the VCO/AOM tuning range. FC GR fast path feeds back to this VCO, which had previously been changing our launched FC power as it tuned. On-table, did:

1) Corrected FCGS path's AOM cabling according to the wiring diagram D1900511 (pg 31). Now, FC AOM1 has the static 80MHz on ISC_SQ_38_2, and FC AOM2 has the tunable VCO for fast feedback with ISC_SQ_435_2. Note: looks like this changed the overall sign of our FC GREEN VCO feedback, which would make sense since we are now locking with FC AOM2 (aligned +80MHz, away from RF) rather than AOM1 (aligned -80MHz, towards RF), where the 2-aom-series brings us back to the green carrier frequency. Screenshot of working FC-CMB attached; FC_GRD seems to work reliably.

2) Optimized FC AOMs + fiber alignments at 0V tune offset. For tune voltages across the whole range (-10V to 10V), we now have much smaller variations of fcgs_launched (~2%) and fc_refl (~7%) powers.
