Jenne and I have commented out the requests to turn off CO2s in ISC_LOCK's DOWN,  initial alignment and manual initial alignment states. Today we locked with the CO2s mostly on (see attached) at the nominal Annular powers. We'll be interested to see how the slow transient at max power reacts to this change, as discussed in alog 66520.
