Add V2A filter from FOTON into DAC-driven model

I export V2A filter in OMC-DCPD_A0 from FOTON and multiply it by the model, not use hard-code value, 1e-5 in pyDARM INI file.

Picture 1 : Comparison with model (have real V2A) and model that has V2A, and also with assumed time delay.
Picture 2: V2A filter in OMC-DCPD_A0. The function is consistent with or called the same as FOTON output.
