In-lock Charge Measurments
Following Mayra D's instructions in wiki/InLock_Charge_Measurements. Measurments taken Friday evening, alog 67343.

Issues still to think about:
- ETMY INBIAS didn't change. So the ETMY measurement isn't valid.
- Tramps weren't all reverted.
- Naming of files created isn't correctly listing gpstime in filename
- Check that the dictionary gets cleared properly.
- Couldn't get data from H1:GDS-CALIB_STRAIN so am using H1:CAL-DELTAL_EXTERNAL_DQ
- Should compare to values measured in August 2022. I fixed 2^18 to 2^20 in _noplots.m, maybe need to rerun the August analysis to get an equal comparison.
I have edited the RUN_ESD_EXC.py guardian code to fix the first four issues above (ETM INBIAS, Tramps, file name, inj dictionary cleared). Re-ran on ETMY today (alog 67697) it it went well apart from a change to the L3_LOCK_BIAS OFFSET being ON which has been fixed also. Still working on checking these values against the data taken in the summer.
Still to think about: Couldn't get data from H1:GDS-CALIB_STRAIN so am using H1:CAL-DELTAL_EXTERNAL_DQ. Does this factor of 4000 matter for the analysis?
