Dan Brown noticed that the unintentional but good 8th Feb CO2X laser power jump (alog 67302) also fixed our minimum power offset issue: alog 65575. The CO2X minimum power injected into the IFO between DOWN and POWER_25W had been 0.34W since 10/26/2022 (0.12W before that) but is now 0W. This is good as we want to inject 0W. The reduction from 0.34 to 0W annular heating on Feb 8th it could have made some slight changes to ITMX.

If in the future, if we have a bad extinction ratio or low CO2 output power we should try locking CO2 with larger temperature changes temperatures than the Guardian tries.
