SHIFT SUMMARY: Got back to NLN after Fil and Rahul swapped the ETMX ESD low voltage interface chassis alog 67899 which was the cause of our locking issues since Wednesday evening.

We had two locklosses on powering up. On our third locking attempt, Elenna waiting after move spots for the ADS to converge ad then slowly powered us up using INCREASE_POWER.
OMC didn't lock first time on the first locking attempt. Jenne requested DOWN and then READY_FOR_HANDOFF and it found it no issue.
TJ did tell us the instructions for locking OMC by hand, see below, tagging OpsInfo:
- Open 2 OMC screens: sitemap > OMC > OMC Overview and OMC Control
- Open ndscope of 'ndscope H1:OMC-DCPD_SUM_OUTPUT H1:OMC-PZT2_MON_DC_OUTPUT -w 80 &'
- Take OMC_LOCK guardian to PREP_OMC_SCAN
- Set OMC-PZT2 offset of 30 (it will slowly ramp from -40 to 30 over 60 seconds). Look for three peaks, 2 sidebands and middle carrier. Move PZT OFFSET (red slider on OMC OVERVIEW) screen back to the carrier location.
- Once it is on the carrier, manual the OMC_LOCK guardian over the FIND_CARRIER state to OMC_LSC_ON.
