I was thinking of locking after the earthquake, and found that SEI_CONF was in error. It looks like it was in Earthquake_no_brsy, and it had an error about a request of ISI_HAM2 trying to go to a state COMP250, but that state didn't exist.  Suspicious that things might be okay if it tried to go to a different state (now that the EQ is over), I just hit Load, and it fixed itself and went to Windy.

Something to look into in the morning.
