To reconcile SDF differences in the PI damping infrastructure, I've unmonitored the PI PLL Integrators from observe.snap, see the sdf table and the medms, where just the PLL FREQ2 "FM3" integrator filters are now un-monitored in SDF for modes 24, 29, and 31. These integrators are guardian-controlled, so this is probably okay.
