Had one lock almost 2hrs and then had a lockloss (most likely due to winds).  This lock happened to occur when therte was a lull in winds which were below 20mph, but then in the last 90min, the winds have picked up again (saw one gust up to 40mph).  

Currently ISC LOCK is working on getting back to NLN.

Took OBSERVATORY MODE back to WIND state.
