Seismon predictions sped up

Seismon earthquake predictions were gradually slowing down over the last year to the point where no earthquake alerts were issued before the earthquakes reached the site.

The slowdown was related to the size of the earthquake database.  I modified the seismon code to make the speed independent of database size, speeding up the prediction calculations.

The attached graph shows the gradual decrease in initial prediction times for earthquakes, and the increase back to normal levels in the last couple of weeks.

The seismon prediction pipeline is now typically 20-25 seconds from when an earthquake event is received from USGS to when a predcition is posted to epics.,
