I have now updated the guardian in LOWNOISE_LENGTH_CONTROL to use FM9 instead of FM6 for SRCL FF.

We have also had recent locklosses due to 11 Hz ringups which appear to be PRCL going unstable (see alog 70044). I ran an OLG of PRCL about 3 hours into the lock and saw that the UGF was around 20 Hz with a margin of 18 deg. We want it to be at 30 Hz. I increased the PRCL gain by 1.5 by changed the PRCL2 gain from 1 to 1.5. That way it does not interfere with the servo running from the thermalization guardian. I have updated the ISC_LOCK guardian to increase the PRCL2 gain to 1.5 in LOWNOISE_LENGTH_CONTROL as well.

These changes have been SDFed in Observe.

The ISC_LOCK guardian must be reloaded next time we are down, tagging Ops.

The should resolve the 11 Hz issue, tagging DetChar.

It looks like with a combination of improved squeezing from Sheila and the new SRCL FF we have bumped our range by a couple Mpc, currently we are at 134 Mpc :)
