Workstations were updated and rebooted, except an operator workstation and opslogin 0.  OS packages were updated, not conda-installed packages.

The conda puppet configuration was also updated.  This brings the underlying configuration code in-line with LLO and frees up a lot of disk space on the workstations.  The change does not affect conda-installed packages or conda environments.
