Moved HAM6 OMC TRANS (15) camera from h1digivideo1 to h1digivideo3 
The camera has been removed from the IOC and the server has been stopped and removed from monit on h1digivideo1.
The camera has been added to puppet control on h1digivideo3.
The H1VID_DIGITAL_OVERVIEW.adl medm screen has been updated.
There is a video image, but the IFO is not locked, so it is black.
