STATE of H1: Locking

SHIFT SUMMARY: Shift started with the end of a 42hour lock. Relocking, we've been having issues with the ALSX PLL beatnnote being too low. We started off with Jason adjusting the FSS, and then high violins. We then lost lock due to a PI that snuck up on us since damping wasn't automatically engaged while we were in an odd state damping violins.

• Lock #1 -  The ALSX PLL beatnote wouldn't stably lock above the -10dbm threshold. The automation would lock the PLL, but then complain that the beatnote was too low. I tried bumping the threshold down and moving on with locking, but I would often lose lock just before CARM reduction (even though this is after we are off ALS). We eventually got past this point and we had very high violin modes. Oli and I dampped these for a few hours before PI 24 snuck up on us and we lost lock.
• Lock #2 -  We had the same ALSX PLL issues and went about it the same way, lowering the threshold and trying to move forward. It eventually worked but then we lost lock when closing the ISS
• Lock #3 -  Same PLL trick and we are going up in power now, handing off to Tony.
