FAMIS 19990

The PMC and FSS alignment from last Tuesday (alog 72222) caused the expected drop in PMC_REFL power and increase in PMC_TRANS. The FSS_TPD signal didn't improve much with that tweak, but over the past 3 days it's risen by ~50mV. The ISS diffracted power is continuting to jump around as we've seen it do recently.
