Identical drop from OBSERVING due to unlocked TCSx laser which happened on Sept 15 (alog #72908).

Here are the notables:

• Initial notice via LOG:  2023-10-08_00:25:00.266343Z TCS_ITMX_CO2 [LASER_UP.run] laser unlocked. jumping to find new locking point
• Obtained via this in a terminal:  "guardctrl log -a "10/08/2023 00:25 UTC" -b "10/08/2023 00:27 UTC" TCS_ITMX_CO2"
• TCS_ITMX_CO2 guardian node was back to nominal within 71sec (00:25:00-00:26:11utc).
• Taken back to OBSERVING shortly thereafter.
