Chiller 1 at End Y suffered a failure resulting from what appeared to be damaged wiring from neighboring rodents. A new harness and corresponding flow switch were replaced today, and the chiller function came back without issue.

I have decided to continue to use chiller 1/chilled water pump 1 to provide chilled water to EY and will monitor it closely over the next few days. Chiller 1 is NOT manually enabled, and I observed it ramping up and down as expected based upon system demand. All systems seem to be working as expected.
