Restart of H1OAF0 changed OMC0 filters

Naoki noticed that there were some unexpected SDF differences in the DCPD calibration filterbank in PI, which is actually a copy of the OMC DCPD A0 and B0 filterbanks, being part of the OMC0 model. The OMC filterbanks were also affected.
The filter which calibrates Amps to Watts got disabled in the restart for both A0 and B0 filterbanks [see attachment].
We checked in the observing.snap; these filters should indeed be On. Hence this change was reverted.
We haven't spotted any other blaring issues from the restart.

OMC was not locking. Some more things needed reverting in CS_IOP as well from the same issue.
Specifically: OMC-DCPD_A_GAINSET and its B equivalent [see screenshot]
