Stopped locking and brought IFO to Maintenance mode
With maintenance only an hour+ away and the wind still higher, I've request ISC_LOCK to IDLE and brought SEI_ENV to Maintenance. I've left the Observatory Mode in WIND for now to account for some of the past few hours, and we can switch it to maintenance shortly.
