State of H1: Observing at 135Mpc

H1 has been locked and observing for 1.5 hours. Range has been lower for both lock stretches since maintenance day and the power recycling gain is quite noisy; it's gotten worse over the past 10 minutes and some ASC control signals follow it (mainly CSOFT_P and CHARD_Y).
