IFO is still LOCKING and has been down due to microseism and troubleshooting

Update on ETMX Transition failures:

After a lot of investigation with Shela, we may have found the issue, and Ryan S is going to see if we are able to get to observing.

In short, we think that a cal line filter was incorrectly accepted to be on in the safe.snap SDF table. Additionally, Sheila added a new "missing filter" that was in the supposedly identical L1 Lock filter for EX/EY but was not in EY.
