Erik and I have been looking into the reason for sluggish guardian log access. We noitced that the machine hasn't been rebooted since Jan 31, 2023, so it was time to reboot and update anyway. Erik parsed through the ~150 package updates before applying them. He also looked at log file size before and after reboot, with basically no difference between the two. This reboot was also not a magic fix for the log access speed, so Erik will look further into understanding why the journalctl process is so slow and ways to speed it up.

All nodes came back up without issue, but there was an error in the LASER_PWR node. This was due to it not able to handle a request of 0W while in the INIT state. Fixed.
