At the start of the break Jim and I removed all subbordinate state requests in the SEI_ENV node so that we could watch what the automation there would do for the different environmens over the break (alog75498). I've now revert all the changes and we are back to normal operation of SEI_ENV.

Over the break, SEI_ENV reacted the the environment as we expected. There were a few times at threshold useism points that it would transition states for 1 hour, then transition back. The frequency of these times is small enough that we feel it's good as is.
