Well the problem reported previously was caused by an issue we did not imagine we could have done.  However, it was not only possible but in fact was done.  We crossed the hoses so the flow was backwards through the Actuator.  Not sure how/why this causes it to perform so well only backwards but it does.  This has been corrected and the Actuator is now back in bleed mode.  We did lose some fluid (expected and all captured) so we will remain in bleed mode at least through the weekend.

We also checked the hoses on HAM 4 & 5 and believe there are no other instances of this error.  Thanks Celine!
