QUICK SUMMARY:
When I inherited the IFO we were locked. 
I needed to accept the SQZ SDF Diffs to get into Observing.

I first ran a SQZ scan before accepfting those SDF Diffs. But I think I ran the wrong one. I likely should have ran SCAN_ALIGNMENT_FDS  instead of SCAN_SQZANG.
