Robet mentioned while he was here that there was coherence with the ground current clamp in the vertex and DARM, and suggested that we try having both ITM biases set to 0V.  I did that today, and accepted the bias gain of 0 in OBSERVE and SAFE.snaps.

Robert also found that we need to change the bias at EX, which we haven't done yet.
