Lock loss 1404770064

Lost lock during commissioning time, but we were between measurements so it was caused by something else. Looking at the lock loss tool ndscopes, ETMX has that movement we've been seeing a lot of just before the lock loss.

There were changes to the PCAL ramp times(PCALX, PCALY) made at 21:48 UTC. At that time we were locked and commissioning.

I have reverted those changes.
