We figured we could tolerate a few errant pounds for this initial floating.  All the pre-install weight is on and while the ISI likely won't balance at the moment, it should be really close for the HEPI payload.
So BSC9 ETMx HEPI is unlocked and we leveled the Optical Table pretty well (ISI is still locked).  So I believe SUS and TMS can shed their extra loads now.  We may want to keep the glass locked until the ISI is unlocked and balanced.  Also, some initial IAS work can possibly go forward now.
