SHIFT SUMMARY:

IFO is LOCKING at CHECK_IR

We're having locking issues, primarily due to an IMC that's taking a while to lock. There seems to be some glitchiness here too when we lose lock sometimes and the power stays at 10W. We've gotten as high as PRMI/MICH_FRINGES but keep losing lock.

The last lock was fully auto (and DRMI locked immediately) with the one exception that IMC took 20 mins to lock.
