IFO is in NLN and OBSERVING as of 08:44 UTC

IFO was in MOVE_SPOTS when I was called, which I assume was due to the timer going over 2 hrs. The stall at this state was due to ADS Y signals not converging. While investigating why this may be, they reached the threshold necessary for the next step. I babysat Guardian until it reached OBSERVING. Essentially, I did nothing.
