The h1cam23 camera process got stuck.  I looked at it with Tony.  We shutdown and restarted the corresponding network switch port to power cycle the camera.  Then restarted the server process via monit.  That didn't work.  I ended up having to go onto h1digivideo2 and manually issue the kill command and send a SIGKILL to the camera process.  After that the camera process started up nicely and gave us a feed.
