Camera input offsets used for full lock are consistent before switching to ADS with cameras

Last week CDS tried to switch all the remaining cameras to the new camera server with new code (alog83308). We ended up reverting this change since it introduced an offset into the cameras that we use in full lock - BS, ETMs. We switch over to these cameras in the ADS_TO_CAMERAS state, as one of the last things we do before low noise.

Sheila's idea to implement these new camera offsets introduced by the new code is to switch to the new server after we get to almost full lock, and then account for these offsets to bring us back to our previous position. In order to for this to work, the position of the camera inputs would need to be consistent lock to lock, otherwise we run the risk of adding in a manual offset to an odd place from that particular lock. Looking back at the last week or so, we are very consistent before we switch to the camera servo (attachment1 as example). Next steps are to coordinate with CDS to try this during the tail end of maintenance day or another opportunity.
