In light of 84770 and 84811, I've taken BR0604 out of the MICH LSC loop.  This filter was added to try to address a line in DARM, but didn't ulitmately help with that line, 78205. 

The filter is costing us 50 degrees of phase at 16.9 Hz, where this loop has been ringing. 

This morning the DRMI problem wasn't happening, it seems to be happening in the evenings lately.
